Political Winds Have Changed

Selective Commercial Fishing discussions are on a different tack.
Testimony at the January 19th legislative hearing about HB2696 in Rep. Blake’s committee, attended by forty or more CCA members, indicated a significant change in the course of commercial selective fishing discussions and legislative activity.
WDFW testimony paralleled that of CCA, and WDFW recognized CCA for helping to move their commercial selective gear testing forward. Pro-commercial fishing lobbyist Ed Owens testified that we needed to develop effective commercial selective fishing gears.
Rep. Blake said he was pulling HB2696 from consideration in his committee and indicated that he would convene meetings of all stakeholders after the legislative session, to develop plans to move selective commercial gear processes forward.
It is understood that CCA may not push forward with it’s HB2266 during this legislative session because of the planned stakeholder meetings.

Oregon CCA Begins Initiative Campaign

CCA Oregon recently announced that they have filed a ballot initiative in the state of Oregon to eliminate gillnetting on the Columbia River in favor of commercial selective fishing methods. The Briefing Document can be read here.

CCA Provides Testimony to CRC

Lower Columbia and SW Washington Chapter Members Testified Dec 17 at the Columbia River Compact Meeting
Testimony was provided to the CRC (WDFW & ODFW) by some of the 10 to 15 CCA members who attended the Compact meeting at Longview. The CCA testimony focused mostly on white sturgeon, due to their declining population. Some testimony was also presented regarding smelt.

NOAA F Proposed Orca Plan

Government Relations Committee members from the north Puget Sound area prepared a News Release discussing alternative proposals that CCA WA has sent to NOAA, regarding NOAA’s San Juan Island killer whale protection plans. The Communication Committee distributed the News Release to more than a dozen daily and weekly newspapers in north Puget Sound and in the San Juan Islands. To read the News Release, click here.

North Sound Chapter

The North Sound chapter held their monthly membership meeting in December featuring Steven Thiesfeld, Salmon Manager for the WDFW. The presentation provided a high level review of where we are today in salmon management. Items discussed included court cases, ESA listings, commission policy, the North of Falcon process, and which stocks we manage with in-season updates and how we make those updates. Steve also talked about the outlook for salmon, and how the rockfish management plan affect salmon fisheries.

SW Washington Chapter

During mid December, members of the SW Washington chapter, working with the Lower Columbia Fish Enhancement Group and the Washington Department of Fish and Wildlife, participated in a series of nutrient enhancement events on the Washougal River.
On December 15th twenty three volunteers from CCA met at the Washougal River Salmon Hatchery to help spawn and surplus Coho salmon. On that date over 500 wild fish were passed above the hatchery to continue their upstream spawning migration, 300 pairs of Coho were spawned (offspring will be raised at the Washougal Hatchery) and 1,100 fish were held aside to be placed back into the watershed.

After their spawning cycle is complete salmon naturally die and the nutrients from their flesh are a critical element to the survival of their offspring, not to mention a whole myriad of other plants, fish and wildlife.
On December 19th over twenty CCA volunteers returned to the Washougal River, loaded up several hundred salmon carcasses and distributed them back into the Washougal River. Not only was it a fun couple of days but the SW Washington chapter made positive steps in rebuilding our resource. The chapter will be doing a follow-up event in early spring where thousands of frozen carcasses will be passed through a wood chipper (ala Fargo) on their way back to the river.

Capitol City Chapter Hosts Speaker

At the Capitol City chapter’s January meeting, the speaker was John Konovsky, Squaxin Island Tribe Environmental Program Manager. John’s power point presentation included several topics. One was the salmon recovery in Goldsborough Creek after a 35-foot high dam there was removed in 2001. Removal of that dam opened 25 miles of stream and tributary habitat, and coho runs are rebuilding in the creek. John also gave us an in depth look at restoration work on the Deschutes River.
John discussed the importance of having large woody debris in streams for shade, for cooling the water, and for providing overhead protection for fish. While discussing water quality in south Puget Sound, he mentioned that “nobody” wants to tackle the effects on water quality caused by stormwater and impervious man-made surfaces such as roofs, parking lots, and roads.

Wild Fish Rescue Program

Southwest Washington CCA member Dave Brown has gone above and beyond the call of duty when it comes to saving fish on his home waters of the East Fork Lewis River. For the past few years, Dave and a host of volunteers, many of them CCA members, have scooped up wild baby salmon and steelhead stranded when tributaries that feed the East Fork Lewis become dewatered in the summer.
Rescued from certain death, the fish are then transported to a series of concrete holding pens Dave built on his property. With guidance and permits from the Washington Department of Fish and Wildlife Dave and his volunteers then release these fish in the fall when the streams start flowing again. With growing support of his wild fish rescue program Dave recently expanded his operation into Salmon Creek, a nearby fish bearing stream.
