Assembly Bill 458
, grossly-misnamed "The Healthy Youth Act," is dangerous for our children. Senator Lena Taylor (D-Milwaukee) and Representative Tamara Grigsby’s (D-Milwaukee) “Healthy Youth Act” will dramatically, and negatively, alter Wisconsin’s current Human Growth & Developmen (HG&D) or “sex ed” statutes. This bill has many problems, but Wisconsin Family Action's (WFA) main concerns are:
1. Assembly Bill 458 removes the possibility that any school district in Wisconsin that chooses to have a Human Growth and Development program can elect to have one that is abstinence-centered.
It condemns all school districts to the so-called “comprehensive sex education” approach that has been responsible for the crisis that we currently have in unprecedented rates of sexually transmitted diseases among our teens and increasing teen pregnancies.
2. Assembly Bill 458 removes the current requirement that marriage and parental responsibility must be taught in the same course and same year as particular HG&D subjects.
This requirement links sexual behavior appropriately to marriage. If the sponsors of this measure are in earnest about reversing trends in youth regarding sexually transmitted diseases and pregnancies, then they will reinstate these requirements because linking sexual activity to marriage is one of the best ways to reduce unintended teen pregnancies and sexually transmitted infections.
3. Assembly Bill 458 removes the current requirement that abstinence from sexual activity must be presented as the preferred behavior choice
for all unmarried students. Once again, we are removing sexual activity from the bonds of marriage. And, we are lowering the bar. While under this proposal students will be told, in the language of the bill, “the benefits” of abstinence, they will not hear it in its proper context—abstinence until marriage.

Assembly Bill 458 requires that all instructional materials and methods must not "promote bias" against any pupil's sexual orientation or against sexually active pupils.
This attempt to make "sex ed" value neutral means nothing can be taught or said that shows the unusually high risk involved in homosexual relationships and in unmarried sexual activity in general. This promotes unhealthy youth, not healthy youth. This is why
Fair Wisconsin
is promoting the bill.
4. Assembly Bill 458 removes the stipulation that a volunteer health-care provider that comes into a school must not address such issues as family-planning,
reproduction, HIV and AIDS, among some other select topics, means that so-called family-planning organizations, such as Plann are being given free and open access to present basically whatever they want to in our public school classrooms to a captive audience.

As your constituent, I'm asking you to oppose and vote against Assembly Bill 458, the very misnamed "Healthy Youth Act." AB 458 is dangerous for our children. I am opposed to this bill for a number of reasons, but my main concerns are: 1. Assembly Bill 458 removes the possibility that any school district in Wisconsin that chooses to have a Human Growth and Development program can elect to have one that is abstinence-centered. It condemns all school districts to the so-called “comprehensive sex education” approach that has been largely responsible for the crisis that we currently have in unprecedented rates of sexually transmitted diseases among our teens and increasing teen pregnancies. 2. Assembly Bill 458 removes the current requirements that marriage and parental responsibility must be taught in the same course and same year as particular HG&D subjects and that abstinence from sexual activity must be presented as the preferred behavior choice for all unmarried students. These requirements link sexual behavior appropriately to marriage. Promoting abstinence until marriage is in every teen's best interest. Mentioning "the benefits" of abstinence without that link to marriage is insufficient. 3. Assembly Bill 458 requires that all materials and methods used for instruction not promote any "bias" against any sexual orientation or against sexually active pupils. This "value free" instruction will not promote healthy youth, but rather encourage students to continue behaviors that will almost always harm their health and their future. I am very concerned about the consequences for our children and state if school districts choosing to provide a Human Growth & Development program are required to teach this comprehensive sex-ed curriculum. I urge you to stand up for our children and truly promote their health by voting against AB 458. Thank you.
