Other Fiscal Impact - There is a potential fiscal impact to state and local government revenue and expenditures. Due to multiple unknown factors, the net fiscal impact for this bill cannot be quantified with reasonable certainty.
This bill prohibits the state of Tennessee or any political subdivision of the state from adopting or implementing any policy recommendation that infringes upon or restricts private property rights without due process of law even, if required by recommendations originating in or traceable to a policy statement for sustainable development adopted in 1992 at the Conference on Environment and Development by an international organization or any other international law or plan of action that contravenes the Constitution of the United States or the Constitution of Tennessee. This bill prohibits the state of Tennessee or any political subdivision of the state from entering into any agreement, expending any sum of money, or receiving funds contracting services, or giving financial aid to or from any non-governmental and inter-governmental organization assisting in the implementation of policies such as for sustainable development.
