House File 711 is STILL moving and could soon be debated in the Iowa Senate – YOUR VOICE IS NEEDED NOW!
The Iowa Senate is considering dangerous new amendments to HF 711 that threaten to undo all the progress made in 2023 to unify barbering and cosmetology programs. These changes would:
- Alter the scope of practice for professionals
- Allow hair cutting without a license
- Expand apprenticeship programs with little oversight
This bill is being pushed by an out-of-state think tank—not Iowans—and it puts the health and safety of our clients and industry at serious risk.

Why You Should Oppose HF 711:
- Jeopardizes Public Health & Safety
- Driven by Outsiders – Not Iowa Professionals or Clients
- Fails to Address Real Concerns Raised by the Barbering Community
- Lacks Proper Legislative Vetting & Stakeholder Input
- Creates Confusing, Duplicative Licensing Layers
- Undermines Industry Standards & Opens Doors to Exploitation
- Contradicts the Governor’s Efficiency and Streamlining Goals
- Increases Red Tape Instead of Removing It
This bill is an attack on Iowa’s licensed professionals and a direct threat to the integrity of our industry.
