House Bill 32 was tabled in House Revenue and Finance in January. HB 32 would reduce the real estate transfer tax by 1%, since Delaware has the highest real estate transfer tax in the nation.
ABD supports HB 32 due to the tax’s higher impact on lower income households and the ability to purchase a home. The real estate transfer tax also places a disproportionate burden on households that move frequently.
Real estate transfer taxes are a hindrance to economic development by having a negative impact on housing costs, and are a burden to both the buyer and seller.
