Urge Congress to Strengthen the Midwifery & Nursing Workforce
Midwives play a critical role in delivering high-quality, cost-effective care, especially in rural, underserved, and historically marginalized communities. But the future of our workforce is at risk.

Congress is considering H.R. 8691 / S. 4568, the Nursing is a Professional Degree Act, legislation that would ensure graduate-level nursing and midwifery students continue to have access to essential federal student loan support.

Without this legislation, reduced federal loan limits could make it significantly harder for current and prospective nurses and midwives to complete their education, threatening the strength, diversity, and distribution of our workforce at a time when the nation urgently needs more maternity care providers.

We need your voice.

ACNM urges you to contact your Members of Congress today and ask them to:

  • Support H.R. 8691 / S. 4568
  • Protect access to federal student loans for graduate nursing and midwifery education
  • Invest in a strong, sustainable maternal health workforce

Why this matters:

  • Nurses and midwives are essential to improving maternal and infant health outcomes.
  • Barriers to education directly limit access to care, especially in communities already facing provider shortages.
  • Supporting this legislation is a concrete step Congress can take to strengthen the nursing and midwifery workforce pipeline.

Take Action Now:

Call or email your Representative and Senators and urge them to co-sponsor and support the Nursing is a Professional Degree Act.

Your advocacy makes a difference. When midwives speak, policymakers listen.

Thank you for standing up for your profession and the communities you serve.
