Improve the Way Congress Scores Legislation for Preventive Health
Lawmakers should have a complete picture of the costs or savings generated by legislation that aims to promote prevention at the population level. Unfortunately, today’s Congressional Budget Office (CBO) scoring analysis relies on a ten-year “scoring” window that provides lawmakers with an incomplete picture of the budget implications of proposed prevention policies. The Preventive Health Savings Act (H.R. 4464 and S. 3204) would require the CBO, upon receiving a request from Congress, to determine if proposed legislation would reduce spending outside of the 10-year budget window through the use of preventive health care.
