The newly released North Carolina budget proposal could have serious consequences for those accepting scholarship funds. Please help your voice be heard.
The proposal includes:
• IDEA/IEP Compliance Requirements
The proposal suggests that nonpublic schools receiving scholarship funds may be required to educate students with disabilities “in accordance with” their Individualized Education Programs (IEPs) and the Individuals with Disabilities Education Act (IDEA).
This represents a notable shift and could impose public-school-level mandates on private institutions—raising questions about capacity, autonomy, and implementation.
• Expanded Nondiscrimination Language (including Sexual Orientation)
The budget also adds sexual orientation to nondiscrimination categories tied to federal statute.
For faith-based schools, this raises important questions about religious freedom and the ability to operate consistently with your mission and beliefs.
These provisions could:
- Increase regulatory burdens on participating schools
- Impact how services are delivered to students
- Create potential conflicts with institutional mission and governance
We strongly encourage you to reach out to your North Carolina legislators and share how these proposed changes could affect your school and community.
