House Bill 198 would legalize recreational marijuana for people 21 years of age and older.
House Bill 199 is a recreational marijuana constitutional amendment proposal. That proposal would legalize recreational marijuana, but it would limit recreational marijuana plant growing to 5 plants per person and enable people to legally sell only one ounce of recreational marijuana. This constitutional amendment seems to be meant as a "reasonable compromise," but it neither upholds liberty nor upholds safety or mental health. So, it doesn't seem like a good Constitutional amendment for Kentucky. Remember that it is harder to fix a constitutional amendment if we need to fix it, than it is to change a mere state law, if we need to fix that law.
