There are two issues with the committee substitute version of the legislation.
- It allows someone that the federal government says is a non-citizen up to four years to provide proof of citizenship before being removed from the voter rolls
- It allows those suspected non-citizens to vote in Kentucky elections if they can provide their birth certificate, certificate of naturalization, or American passport at the voting location during an election
