
The House passed HR4521, the COMPETES Act, but it is so weak, Heritage Action calls it the "CONCEDES" Act. The Senate took up the bill and swapped in text that matched a bill previously passed by the Senate, S1260, the "U.S. Innovation and Competition Act (USICA)." The House and Senate will try to work out a compromise via a conference committee. Heritage Action is working to ensure provisions from the House bill don't get added back into the Senate Bill, which would make a bad bill worse.
