Army Cuts Off More Than 60K Unvaccinated Guard and Reserve Soldiers From Pay and Benefits 

 

 

 

Some 40,000 National Guard and 22,000 Reserve soldiers who refused to be vaccinated against COVID-19 are no longer allowed to participate in their military duties, also effectively cutting them off from some of their military benefits, Army officials announced Friday.

IMPORTANT TO REITERATE: VA Expands Live Donor Care And Support

The Department of Veterans Affairs implements a final rule, July 1, 2022, describing the authority to provide support for donation procedures and related care to those who donate an organ or bone marrow to Veterans for transplants.

Live donor support includes the following at no cost to the live donor, both in-house and in the community:

Initial screening, tests and studies necessary to qualify an interested individual as a live donor for a specific Veteran.

Medical care and services related to the solid organ or bone marrow donation procedure.

Post-donation follow-up, to include medical care and services required to address reasonably foreseeable donor health complications resulting directly from the donation procedure for the period specified in the regulation.

Necessary travel and temporary lodging expenses, including those of one needed attendant or support person for the live donor, at rates prescribed in the regulation.

The final rule also highlights the informed consent rights of live donors, including the right to revoke their consent at any time and for any reason. Additionally, growing awareness and use of paired kidney donations or kidney donation chains in the private sector are voluntary efforts that could benefit Veterans, and so these are specifically addressed in the final rule.

"The more live donors we have, the more the gift of life is given to the Veterans we serve," said VA National Director of Clinical Services Manimegalai Murugavel D.N.P. "We know the availability of live organs and bone marrow does not meet the need for transplants nationwide. That's why it's important we find live donors to facilitate transplantation within a reasonably short time compared to the wait time of an organ from a deceased donor." 

As part of the integral care required by an eligible Veteran in need of a transplant, VA has offered solid organ transplant services since 1962 and bone marrow transplant services since 1982, including providing care and services for live donors donating a solid organ or bone marrow to a Veteran.

On average, VA receives over 3,500 referrals for transplants each year and performs more than 480 solid organ and bone marrow transplant procedures, including live donor transplantation.

Context

For the past year, our Military and Government Relations Team has been working with AFSA military families on getting legislation introduced that would expand the scope of TRICAR's coverage of the DOC Band Post-Op device if a baby:

  1. Is three to 18 months old; and
  2. Is diagnosed with craniosynostosis or nonsynostotic positional plagiocephaly (to include torticollis)

Despite unsuccessful efforts (via FOIA request) to obtain important data for the purpose of quantifying the need of this issue in the aggregate, our Team is looking to hear from the field to share your story and help have your voice heard by members of Congress.

Issue Background

  • Helmet therapy is used to gently correct the shape of babies' skulls over time.
  • Newborn babies' skulls are soft plates with spaces between them. As the baby grows, these plates grow, gradually harden, and knit together.
  • Unfortunately, there are circumstances under which the soft plates may develop a flat spot or uneven appearance. This condition is called plagiocephaly. 
  • Today, almost one in two babies (47%) is affected by some form of plagiocephaly.
  • When the baby's skull joins together too early, or in an abnormal way, this is called craniosynostosis. There are several types of craniosynostosis, depending on when the baby's skull joins together. 
  • Today, it is estimated that 1 in every 2,500 babies has craniosynostosis.
  • Positional skull deformities and/or abnormalities - whether diagnosed as a form of plagiocephaly or craniosynostosis - can have short and long term health effects on a child.
  • However, despite this, TRICARE only covers the Dynamic Orthotic Cranioplasty (DOC) Band Post-Op device, synonymously referred to as a "molding helmet," if your baby:
  1. Is three to 18 months old; and
  2. Has had craniosynostoris surgery;
  3. But still has a misshaped skull.
  • In other words, cranial molding helmet(s) are not covered for the treatment of nonsynostotic positional plagiocephaly or for the treatment of craniosynostosis before surgery; despite medical evidence that suggests the presence or absence of congenital or acquired plagiocephaly (to include torticollis) can, at the very least, increase the risk of gross motor development.
  • In fact, according to the American Academy of Pediatrics school-aged children with moderate to severe plagiocephaly scored lower than controls on cognitive and academic measures. 
  • As a result, military families - who face unique challenges given the sacrifices that come along with serving our country - have been put in the tragic position to either front the hefty cost of the helmet (approximately $2,000), seek alternative forms of treatment that may not be preferred, or forego treatment altogether.

In sum, despite the fact that the legislation is thought to be uncontroversial, it may still take months for it to pass through Congress due to other priorities and scheduled summer breaks. Supporters, however, emphasized that lawmakers should expeditiously complete the action.
Rep. Mike Bost, R-Ill., the ranking member on the House Veterans' Affairs Committee, said in a statement that the legislation will "simplify the reporting process for colleges and universities to make GI Bill paperwork obligations easier and more straightforward."
This will free up schools to concentrate on ensuring that veterans receive the education they deserve without being burdened with additional paperwork.

 

In addition, During PTSD Awareness Month, Maj. Gen. John J. DeGoes and Kendall met with medical professionals from the 316th Medical Group to discuss existing activities and new regulations targeted at facilitating access to mental health resources.
At a number of sites, we are testing a focused mental health treatment strategy. We are classifying members based on their needs and directing them to the proper support and care.

There is a common misconception that every patient need a mental health checkup, but this is not necessarily the case, according to DeGoes. A chaplain or a Military and Family Life Counselor may be necessary for certain people, while group therapy may be helpful for others. Because of this, there are shorter waits for mental health appointments and more people have access to all accessible mental health resources.

 

And lastly, An Army representative issued a statement in which she said, "Soldiers who resist the vaccine order without an approved or pending exemption request are subject to adverse administrative measures, including flags, bars to service, and formal reprimands.

The decision was made during the annual training period, when part-time troops are frequently required to serve with their units for two weeks to a month as part of summer training exercises. For soldiers to hone their military skills and for unit commanders to make sure their formations are prepared to deploy if necessary, those training exercises are frequently crucial.
