Mental and Behavioral Health  

Graduate Psychology Education (GPE).—Within the total for Mental and Behavioral Health Programs, the Committee recommendation includes $30,000,000, $5,000,000 above the fiscal year 2023 enacted level, for the interprofessional GPE program to increase the number of health service psychologists trained to provide integrated services to high-need, underserved populations in rural and urban communities. The Committee notes new data from CDC demonstrating a mental health crisis among youth and adolescents and urges HRSA to strengthen investments in the training of health service psychologists to help meet these demands.

The Health Resources and Services Administration’s (HRSA) Graduate Psychology Education (GPE) Program is the nation’s primary federal program dedicated to the interprofessional education and training of doctoral-level health service psychologists. Established in 2002, GPE provides grants to accredited psychology doctoral, internship and postdoctoral training programs to expand access to mental and behavioral health services for vulnerable and underserved populations in rural and urban communities. An exemplary “two-for-one” federal activity, the program supports the interprofessional training of psychology graduate students and interns while also providing mental and behavioral health services to underserved populations, such as older adults, children, those suffering from chronic illness, veterans, victims of abuse, and those affected by natural disasters. Increased investments to support our nation’s psychological health and emotional well-being are needed now more than ever, as current data shows that Americans continue to experience a surge in COVID-related mental and behavioral health problems, including increases in anxiety, depression, and post-traumatic stress disorder.
