The policy landscape is ripe for moving a key piece of legislation that will benefit practitioners and patients alike. Integrating psychologists and other behavioral health providers into team-based primary care can increase access to behavioral health services, improve the treatment and management of physical conditions, and reduce overall health care spending by avoiding unnecessary emergency room visits and hospitalizations. Despite its promise, integrated primary and behavioral healthcare remains the exception rather than the rule. Bipartisan legislation—H.R. 2509, the COMPLETE Care Act—would help primary care practices navigate the up-front costs involved in adopting evidence-based models of integrated care by temporarily increasing Medicare reimbursement rates for behavioral health integration services. 

The Energy & Commerce Committee is the lead committee of jurisdiction in the House of Representatives for this bill, and we need more of its members to sign on as cosponsors to move this bill through committee and towards a full House vote. Because the Senate committee with jurisdiction has already approved the COMPLETE Care Act language, House committee approval is critical if there is to be a chance of gaining the bill’s enactment as part of any potential end-of-year health care legislation.
