Catalytic converter thefts are on the rise. The National Insurance Crime Bureau recorded 16,660 converter thefts in 2020. For 2022, that number skyrocketed to 64,701. These numbers fail to account for thousands of other incidents of this highly underreported crime. This crime hurts everyone, but auto repair businesses are especially vulnerable. You, a family member, or another repairer in your community may have even experienced this problem firsthand. It’s time for our elected leaders to pay attention to this issue and take action to stop it.
ASA is pleased to report that some in Congress have taken notice and introduced the Preventing Auto Recycling Theft (PART) Act (H.R. 5221/S. 2238) to tackle this issue.

Here’s why ASA supports this bill:
- It would require that all new vehicles have their VIN stamped on their converter.
- It would create a $7 million grant program that pays auto repair and service centers, dealerships, law enforcement agencies, fleet managers, and nonprofit organizations to mark VINs on the catalytic converters of vehicles already on the road.
- It would increase record-keeping requirements for catalytic converter purchasers.
- It would make the theft, sale, trafficking, or known purchase of a stolen converter a federal crime with a punishment of up to 5 years.
