The Minnesota legislative session ends on May 18th, and while support grows for statewide bonding legislation, its passage this session remains in limbo. Minnesota bonding bills, which require a three-fifths supermajority vote to pass, historically fund state infrastructure like roads, water systems, and university buildings. Traditionally passed in even-numbered, non-budget years, time is winding down to pass a bonding bill in 2026.
The Minnesota Section of the American Society of Civil Engineers just released the 2026 Report Card for Minnesota’s Infrastructure, assigning 11 categories of infrastructure a cumulative grade of ‘C’ — the same grade the state received in its 2022 report. While recent state and federal programs have provided much-needed funds to repair and improve infrastructure systems across Minnesota, recent investments only cover a fraction of Minnesota’s infrastructure needs caused by decades of underinvestment and deferred maintenance.
