ROCR Value Based Program Act (S 1031/HR 2120)

In March 2025, the Radiation Oncology Case Rate  (ROCR) Value Based Payment Program Act of 2025 (Senate Bill 1031/House Resolution 2120) was reintroduced by Sens. Thom Tillis, R-NC, and Gary Peters, D-MI, and Reps. Brian Fitzpatrick, R-PA, Jimmy Panetta, D-CA, John Joyce, R-PA, and Paul Tonko, D-NY. ROCR is a viable payment reform proposal that would usher in a new era of stable payments after years of declines and consolidation. ROCR would increase access to care, improve the quality of cancer treatment, reduce disparities for rural and underserved patients, encourage innovation, and lower Medicare spending and patient costs.

This legislation would immediately and positively impact patient and workplace safety, and it would help provide the high-quality health care Americans deserve. The ASRT, American Society for Radiation Oncology and other partner organizations are working hard to ensure Congress passes ROCR.
