No Mandatory Adult Vaccine Database

Stop Vaccine Passports

 

One of the most threatening bills in Albany right now is Senate Bill S1531 (Hoylman-D).  S1531 makes inclusion of adults’ vaccine records essentially mandatory in the statewide vaccine database. Right now, medical workers are supposed to get permission from the patient to put records in the database. The need to get permission would disappear if S1531 is passed. S1531 would require people to actively ask to be excluded from the database and trust that the medical worker would respect a person’s wishes. This is another incremental step toward a mandatory vaccine database for adults and provides the essential information for future mandates, enforcement actions, and vaccine passports. 

The New York Assembly Health Committee already passed A7154 (McDonald-D), the companion bill to S1531.

S1531 must still get through the Senate Health Committee, the Rules Committees,  possibly other committees, a floor vote, and eventually a signature by the Governor.  But we must focus on stopping it in the State Senate now.

When the State vaccine database was first created, written permission from the patient was required before any data could be entered. Then after a few years, it was changed so that oral permission was all that was required. Now this, the next step in the complete elimination of medical privacy.

Talking Points

 

  • What is the need for the State to have adults’ vaccination records? There are no required vaccines for general population adults.
  • What other organizations, corporations, law enforcement, or governments will be able to get this information and what will they use the information
  • S1531 violates every principle of medical privacy.
  • S1531 violates physicians’ duty of confidentiality.
  • The database will be used to identify and punish people. It has already been used to enforce COVID passports and mandates. It will be other shots in the future. We currently have a mandatory children’s vaccine database. Its only purpose is to track children for compliance, enforcement, and punishment.
  • This is the first step to statewide vaccine passports. The existing database was used exactly for that purpose during COVID with the Excelsior vaccine passport.
  • The bill opens the door to demanding all medical records, psychiatric drugs, HIV and other STDs, contraceptive use, etc.
  • This is taxpayer-subsidized marketing for drug companies.
  • Immigrant rights advocates are concerned it will be used to track and locate undocumented people for deportation.
  • This bill will disproportionately impact people of color,  African-American and Hispanic people have the lowest rate of COVID vaccine uptake of any racial groups.
