There have been no deaths and no hospitalizations announced.
Hochul suspended ten laws, mostly concerning purchasing procedures allowing the governor to buy goods with no bid contracts, and broadening when and who can give measles shots, including pharmacists, EMTs and midwives, as well as suspending the requirement for the consent of an adult patient before a record of receiving the shot is put in the state immunization database, a reduction in medical privacy rights long sought by the vaccine cartel.
The emergency order expires on November 4, the day after the midterm election.
Autism increases by 3-4,000 children per year and has for 30 years, but NY does not even keep thorough records, much less declared a state of emergency.
This is public health political theater and an obvious election ploy. A mild infection affecting 1 in 190,000 people, are they kidding?

In the press release issued to announce the executive order creating the emergency, State Senator Gustavo Rivera, Chair of the Senate Health Committee, said, ‘"The concerning rise in measles cases is due to a decrease in childhood vaccines driven by misinformation and is causing a public health emergency.” Even though neither the New York State Department of Health nor the CDC have data to support Rivera’s unfounded assertion.
No child who has not had at least two MMR shots is allowed to attend school in NY, there are no exemptions for religious or other reasons of conscience, and the number of medical exemptions is half of what it was 5 years ago.
The percentage of kindergartners in New York who are vaccinated for measles has been stuck at 97% since at least 2015 according to the CDC. The question is in the absence of conscience exemption and less than 1 in 1000 students with medical exemptions, who are the 3% of students not vaccinated?

We have significant health challenges in New York that need our attention and resources, such as autism, not an infection that not long ago was considered a mild routine childhood infection.
