This bill removes the existing first-trimester limitation and establishes a competency-based framework for care. It requires clinical training, standards of care, and consultation and transfer procedures for complex cases, while allowing appropriately trained providers to practice to the full extent of their education and experience. The legislation aims to improve access to care while maintaining patient safety and professional standards.

AB 1973 has now passed both chambers of the California Legislature and has been sent to Governor Newsom for consideration.
