Why U.S. left 2 military bases in Syria and turned them over to Russia and Assad instead of NATO/U.S. ally Turkey?

Dear editor/Congressman,

In regards to the Syria’s eight-year war – why did the U.S. armed forces leave two military bases, in Dadat and Umm-Mial, located near Manbij in north Syria on October 12 ?  This withdrawal was closely coordinated with the Russian military and Assad’s Syrian military – instead of with a 70-year proven U.S. and NATO ally Turkey. Now Russian-backed Assad’s Syrian military is controlling Manbij and its surrounding area.

Can someone please explain how is it better for U.S. national security and interests to close eyes at the terrorist origins and nature of the Syrian Democratic Forces (SDF), which consists of and is militarily led by the People's Protection Units (YPG), itself an offshoot of the PKK – which is on the U.S. State Department’s list of Foreign Terrorist Organizations since 1997 ?

How is it better for U.S. military to transfer control to Bashar Assad and Putin, instead of to its NATO ally Turkey – the country that is a target of attacks from Manbij surroundings held by SDF/YPG? Turkey is actually welcomed there by virtually all Arabs and Turkmens, as well as many Kurds.

How is local population, whether Arabs, Kurds, Turkmens, Assyrians, or others, better served by being under military control of Assad – the one they fought with since 2011 ? The same Assad that massacred them for years?  

Why is U.S. helping Russia against Turkey? Why is U.S. placing sanctions on Turkey? Ironically, Turkey has been under Russian sanctions since November 2015. So now both U.S. and Russia have sanctions against Turkey, in both cases for Syria. How does this make sense?  

Let us keep in mind that more than half a million Syrian civilians have died since the 2011 war began. Some 29,000 Syrian civilians died from the U.S.-led coalition bombings since 2014. At the same time 38 (that is thirty eight) civilians died in Syria from Turkish humanitarian intervention since October 9.

So let us get this story straight – due to deep-rooted turcophobia, current U.S. Administration and Congress prefer to transfer military control to #1 military foe, Russia, and top human rights abuser, Bashar Assad, instead of a target of terrorist attacks from northern Syria for many years and a U.S. ally and member of the U.S.-led coalition – Turkey? How does this make any sense at all?
