In January, the Department of Veterans Affairs testified—under oath—they would be finalizing changes to ratings for sleep apnea and tinnitus, reverting tens of billions of dollars back to the Treasury rather than used for our veterans. To address this, Congress authored the Take Care of America's Veterans Act (H.R. 9237/S. 4744), legislating the changes before the reduction could be used without any benefit to veterans.
We hear you. This is not ideal, but let’s be clear—this bill does NOT take away benefits from veterans. Veterans who are currently rated for tinnitus and sleep apnea keep their ratings as is. Those seeking ratings for these conditions in the future can still receive a rating.
In a perfect world, the Congress would pay for these provisions without an offset. However, Congress—regardless of who has been in charge—has shown time and time again this is not a viable path forward. It is time to take this into our own hands.
