Airport Development Legislation Heads to Senate Floor

On July 22, the Commerce, Science and Transportation Committee held a mark-up of bills intended to enhance airport development. S. 3958, introduced by Sen. Todd Young (R-Ind.), would permit the use of incentive payments to contractors for completing projects early. S. 4162, introduced by Sen. Deb Fischer (R-Neb.), would direct the FAA to calculate Airport Improvement Program (AIP) entitlement grants in FY 2022 and FY 2023 based on 2018 or 2019 enplanements, whichever is higher. The objective is to ensure that AIP grants are not reduced due to pandemic-induced decline in air travel.
