Consolidated Appropriations Act Signed into Public Law

On a 359-53 vote in the House and 92-6 in the Senate, Congress passed a $900 billion COVID-relief package and $1.4 trillion government funding package that gives critical pandemic aid to Americans, while securing federal agency operations through September 2021. President Trump signed the measure into law on Dec. 27. The legislation provides full funding for highway and airport construction projects in 2021 and $10 billion allocated to the states in support of emergency relief for state transportation departments. NAPA secured $3 million for the airfield asphalt pavement program, and $800,000 for a Transportation Research Board study on the use of recycled plastic materials in asphalt mixtures. NAPA has prepared a Special Report summarizing the infrastructure funding provisions important to the asphalt pavement industry.
