25th Annual Highway Report: Urban Arterial Pavement Condition

The Reason Foundation, a think-tank that produces public policy research, reported urban arterial pavement condition (4-8 lane roads connecting urban regions) is in much worse condition than rural arterials, rural interstate, or urban interstates. Many of the Southeastern states ranked in the top 10, with Florida ranking first.
