On February 24, 2021, Rep. Peter DeFazio (D-OR), Chairman of the House Transportation and Infrastructure Committee, and Ranking Member Sam Graves (R-MO) laid out their priorities for reauthorizing the FAST Act in remarks before the American Association of State Highway and Transportation Officials’ Washington Briefing event. Rep. DeFazio said his legislation will be a “21st century infrastructure bill… that will get done this year before October 1.” Speaking directly to the heads of the state transportation agencies, he said, “reporting on carbon emissions will certainly be in this bill and setting targets for moving forward.” Rep.
