Before the White House meeting, Rep. Peter DeFazio (D-OR) suggested that he wished to start by finding the revenue “pay-fors” for infrastructure legislation in the fiscal 2022 budget reconciliation bill later this spring, followed by an infrastructure bill that establishes the programs to direct spending. Since many NAPA members have questions about the reconciliation process, NAPA engaged its longtime lobbying firm Van Scoyoc Associates to develop a two-page informational white paper. The new white paper on reconciliation explains how the process works and how it may be used to advance infrastructure legislation.
