TAKE ACTION NOW! Senate to Vote on Expanding Buy America to Construction Materials 

The United States Innovation and Competition Act of 2021 (USICA) incorporates various bills to strengthen the American economy, prohibit market manipulation, and prevent domestic job loss. While NAPA welcomes this well-intended goal, USICA includes language not previously debated (via an amendment to S. 1303, Build America, Buy America Act) that would cause unintended consequences to the construction supply chain, leading to increased costs and significant delays to countless public works projects across the country. 

Sen. Bill Hagerty, along with co-sponsors Marsha Blackburn, John Cornyn, Jim Inhofe, Rick Scott, Richard Shelby, Thom Tillis, and Tommy Tuberville, introduced amendment #1885, which would prohibit Buy America mandates to construction materials. This correction upholds the goals of USICA and maintains sensible Buy America expansions, while preserving an efficient construction supply chain comprised of numerous industries dependent upon materials that are not locally available or manufactured in the United States.
