This bill strengthens disability rights in Minnesota by clearly prohibiting discrimination against individuals with disabilities by any public or private entity that receives state funding. It ensures that people with disabilities cannot be excluded from or denied the benefits of programs, services, or activities because of their disability, and reasonable accommodations.

Importantly, this legislation aligns Minnesota law more closely with federal protections under Section 504 of the Rehabilitation Act and the ADA, while creating strong, enforceable state-level safeguards should federal protections ever be weakened.
