    Bill Summary

    Subject to appropriations in the general appropriations act, this bill authorizes the department of safety to utilize the $100 enhanced handgun carry permit application and processing fee to pay reimbursements to an approved handgun safety school of up to $30 for each person who, for the first time, completes a handgun safety course on or after January 1, 2024.

    A reimbursement issued to an approved handgun safety school pursuant to this bill must be used to offset the costs of the handgun safety course for the person taking the course. This bill authorizes the department to reimburse a handgun safety school, regardless of whether the person taking the handgun safety course has applied for an enhanced handgun carry permit.

    This bill requires the department to:

    (1) Annually provide information to licensed federal firearms dealers in this state, through cooperation with the Tennessee bureau of investigation (TBI) and other state agencies, on handgun safety training courses provided to residents of this state and approved by the department;

    (2) Provide information on approved handgun safety training courses provided to residents of this state at minimal cost on the department's website; and

    (3) By February 1, 2025, report to the chair of the judiciary committee of the senate and the chair of the criminal justice committee of the house of representatives the number of handgun safety courses provided to persons during the preceding year pursuant to this bill.

    The full text of this bill describes signage that licensed firearms dealers may display to make consumers aware of the reimbursement program and the availability of safety training.

    This bill is only effective from January 1, 2024, to January 1, 2025.
