    Other Fiscal Impact - To the extent a school district does not offer Tennessee History and American Government as courses to grades seventh through twelfth, and such districts would be required to purchase materials earlier than what would occur under current law, there will be a mandatory one-time increase in local expenditures; otherwise, the impact to local government is considered not significant.


    Bill Summary

    Present law requires public and private high schools to require every student to have at least one year of instruction in American history and government, preferably in the fourth year.

    This bill makes completion of one year of instruction in American government and one year of instruction in Tennessee history between the seventh grade year and high school graduation a requirement for receipt of a regular high school diploma. A student completing an early high school graduation program or a student with a disability for whom these courses are not appropriate, as determined on the student's IEP, are not subject to the requirements of this bill.

    ON APRIL 24, 2017, THE SENATE ADOPTED AMENDMENTS #1 AND #4 AND PASSED SENATE BILL 631, AS AMENDED.

    AMENDMENT #1 rewrites this bill to enact the "Senator Douglas Henry Tennessee History Act" to require that the course of instruction for students in grades four through 12 include courses and content designed to educate students in Tennessee history as part of the social studies requirement to receive a regular high school diploma. The local board of education must determine the appropriate grade level or levels to comply with this amendment's provisions. The requirements of this amendment do not apply to:

    (1) A student completing an early high school graduation program that makes the student eligible for unconditional entry into a public two-year institution of higher education or conditional entry into a public four-year institution of higher education; or
    (2) A student with a disability for whom the instruction required by this amendment is not appropriate, as determined on the student's IEP.

    The provisions of this amendment take effect upon becoming a law and apply to the 2019-2020 school year and each school year thereafter.

    AMENDMENT #4 replaces the requirement that the course of instruction for students in grades four through twelve include courses and content designed to educate students in Tennessee history as part of the social studies requirement to receive a regular high school diploma. This amendment instead requires that the course of instruction for students in grades four through eight be a minimum of one semester and include courses and content designed to educate students in Tennessee history as part of the social studies requirement to receive a regular high school diploma.

    This amendment adds an exception to this bill's requirements for a student who transfers into a grade after the semester designated by the local board of education for the Tennessee history content.
