RELATING TO SCHOOL-BASED HEALTH SERVICES.

Formally establishes the Hawaii keiki:  healthy and ready to learn program within the department of education.  Establishes a special fund and appropriates $4,000,000 to expand and sustain the program.

RELATING TO VICTIMS OF SEXUAL VIOLENCE.

Requires health insurance coverage for case management services by licensed mental health providers for victims of sexual violence.

Requires all limited service pregnancy centers to disclose the availability of and enrollment information for reproductive health services.  Establishes privacy and disclosure requirements for individual records and information.  Authorizes civil penalties and civil actions for enforcement and remedy.

RELATING TO IN VITRO FERTILIZATION INSURANCE COVERAGE.

Removes discriminatory requirements for mandatory insurance coverage of in vitro fertilization procedures to create parity of coverage for same-sex couples, unmarried women, and male-female couples for whom male infertility is the relevant factor.

RELATING TO IN VITRO FERTILIZATION INSURANCE COVERAGE.

Amends insurance coverage requirements for in vitro fertilization to allow for expanded applicability.

RELATING TO CANCER PATIENTS.

Requires insurance coverage for embryo, oocyte, and sperm cryopreservation procedures to preserve the fertility of adults diagnosed with cancer who have not yet started cancer treatment.

Status

RELATING TO PRESCRIPTIVE AUTHORITY FOR CERTAIN CLINICAL PSYCHOLOGISTS.

Authorizes and establishes procedures and criteria for prescriptive authority for clinical psychologists who meet specific education, training, and registration requirements, including requiring prescribing psychologists to adhere to all applicable statutory regulations.  Requires the board of psychology to report to the legislature prior to the regular session of 2021.  Effective July 1, 2018.  Sunsets August 31, 2025.

·     Testifier's name with position/title and organization;

·     The Committee(s) to which the comments are directed;

·     The date and time of the hearing; and

While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.
