Taxes, Ad Valorem - As enacted, removes the authority of the state board of equalization to create an assessment appeals commission to hear and act upon complaints and appeals regarding the assessment, classification, and value of property for purposes of taxation. - Amends TCA Title 4, Chapter 3 and Title 67, Chapter 5.

    ON MARCH 30, 2023, THE HOUSE SUBSTITUTED SENATE BILL 148 FOR HOUSE BILL 130, ADOPTED AMENDMENT #1 AND PASSED SENATE BILL 148, AS AMENDED.

    AMENDMENT #1 clarifies that the state board of equalization may direct that its review is not confined to the record. This amendment also clarifies that there will be no presumption of correctness of the state board's decision in a judicial review of such decision.
