    Bill Summary

    This bill allows parents and guardians of at-risk students who are eligible for pre-K education provided by an LEA under the Voluntary Pre-K for Tennessee Act of 2005 to choose to enroll the child in a program provided by the LEA, a program provided by the LEA through a collaborative agreement with a non-school system entity, or in any program offered by a provider on the registry maintained by the department of education, as discussed below. The parent or guardian may choose to enroll the child in a program of a provider listed on the registry that is not located within the boundaries of the LEA in which the child is eligible to attend school.

    A provider enrolling an eligible at-risk child would be paid the amount that constitutes the total per child funding provided under the Voluntary Pre-K for Tennessee Act through state funds to the LEA in which the child is eligible to attend school and local matching funds provided by the LEA. Any charge by the provider in excess of the per child funding would be the responsibility of the parent or guardian.

    This bill requires the department to compile a registry of non-profit and for-profit child care providers in this state that are willing and capable to provide pre-K education to one or more children. Any LEA receiving approval and funding for pre-K programs would make the registry available to parents and guardians of at-risk students.
