Community associations face barriers to accessing federal assistance for debris removal and other critical recovery efforts following a federally declared natural disaster, such as Hurricane Isaias. This can leave communities facing difficult choices while placing additional pressure on state and local resources. That’s why we need your help advocating for equitable access to federal disaster assistance for community associations.
Take a minute to contact your member of Congress to urge them to work with your locality, your governor, and the president to ensure federal disaster recovery policies do not leave community associations behind. Ask them to support language directing the Federal Emergency Management Agency and localities to provide equitable access to post-disaster debris removal services for community associations and their private roadways and waterways.
Community Associations Institute supports the following disaster response and recovery legislative priorities. These bills would modernize federal disaster assistance and expand access to recovery resources.
CAI SUPPORTS H.R. 4669 – FEMA Act of 2025
H.R. 4669 would allow federal disaster funds to be used for debris removal on private roads and waterways. Current FEMA policy excludes community association roads from receiving assistance for debris removal following a federally declared natural disaster.
To address this oversight, CAI champions Sec. 107 of H.R. 4669 to provide access to individual household FEMA funds for repair or replacement of essential major common area elements and facilities.
CAI SUPPORTS H.R. 9159 – Protect Our Homes Act
H.R. 9159 amends the Small Business Act to establish a program under which the Small Business Administration may make supplemental disaster loans to homeowners associations to repair common areas damaged by disasters and implement disaster mitigation measures.
As your community begins the difficult work of recovering and rebuilding, know that CAI is committed to advocating for the resources and support you need. We stand with you and all communities impacted by this storm. Learn more about available recovery resources here.
