  Legislation draws media attention to issue of children's vision  
 

Assembly Member Autumn Burke with children from the AB 1110 press conference

COA-supported legislation to improve opportunities for children's vision and eye health passed the Assembly Education Committee last week. The bill, AB 1110, by Assembly Member Autumn Burke, D-Inglewood, would require children to receive an eye exam before they enter school. The legislation is intended to help educate parents that all children should get a comprehensive eye exam. Similar to the school exam requirement in Kansas and Illinois, there are no penalties if parents do not comply. The legislation is sponsored by the California Board of Optometry.

Opposition to the bill included the California Medical Association, California School Nurses Organization, American Academy of Ophthalmology, American Academy of Pediatrics, and Kaiser Permanente. The legislation moves to the Assembly Appropriations Committee where it is not expected to be acted upon until late May.

COA organized a press conference prior to the hearing, which was a huge success. The press conference resulted in statewide TV coverage of the bill that serves to remind parents of the need to get an eye exam for their kids. You can watch the entire press conference on COA's Facebook page.

  Scope of practice update  
  AB 443 by Assembly Member Rudy Salas, D-Bakersfield, will be amended in the next few days with language that would expand the optometric scope of practice in California. The bill will include many of the changes that were in last year's scope of practice bill, SB 622, including a provision to allow the State Board of Optometry to approve new, non-invasive technologies so COA is not forced to go back to the Legislature every time a new technology is developed to treat an eye condition.

Meetings between stakeholders will continue and the language is expected to change as the bill moves through the legislative process. AB 443 is expected to be set for hearing on April 25 in Assembly Business and Professions Committee and will be characterized as a "work in progress."

COA will continue to meet with Assembly Member Salas' staff, the California Medical Association and California Academy of Eye Physicians and Surgeons every Friday afternoon until all issues have been resolved.

The reception starts at 6:00 pm, where you will have an opportunity to mingle with bay area lawmakers in an intimate setting. The second part of the event will include an update on important legislative issues and grassroots advocacy training.
