The ACCESS Act will help communities align eligibility for housing and services and establish common outcome measures, disaggregated by race.

It also makes Medicaid reimbursement more accessible to providers by clarifying which federal funds can support them in hiring staff and building IT and financial systems. And it calls for a rate study to ensure reimbursement rates allow providers to pay living wages, reduce staff turnover, and ensure evidence-based case ratios.
