Your Voice Matters: Comment today opposing the proposed Title X Rule and urging no change to the 2019 Rule in order to hold the line on key pro-life protections

In 2019 the Trump Administration implemented a Title X Rule requiring strict financial and physical separation from abortion services and preventing grantees from counseling or referring for abortion consistent with the law's requirement that abortion is not a method of family planning and federal funds should not be complicit in promoting abortion. In response, Planned Parenthood dropped out of the program and filed a lawsuit. The Ninth Circuit court upheld the Trump Administration's rule as consistent with federal law. The case is on appeal to the U.S. Supreme Court.
The Biden Administration has proposed a new rulemaking to satisfy Planned Parenthood so that it can become a primary recipient of Title X funds. Specifically, the Biden Title X Rule would:
- Remove requirements for strict physical and financial separation from abortion services
- Allow Title X providers to counsel and refer clients for abortion services
- Allow use of telemedicine that would disconnect accountable in-person services and treatment
- Require “inclusivity” of lesbian, gay, bisexual, transgender and queer persons to dispense cross-sex hormones to any client desiring gender transition treatment — a growing part of Planned Parenthood's business.
