As Congress considers President Biden's $6 trillion FY 2022 budget request and proceeds with the appropriations process, we must remind our representatives to preserve longstanding prohibitions on the use of taxpayer funds for abortion. The Biden Administration has clearly stated its desire to remove the Hyde Amendment and other longstanding pro-life safeguards from our national budget. The Democratic majorities in the House and Senate have also pledged to repeal these critical measures despite public opinion trending heavily in their favor. Without action, our tax dollars would be used to finance the destruction of human life. Some highlights from the Biden proposal:
- Calls for the elimination of the Hyde Amendment to allow taxpayer funding of abortion through Medicaid, Medicare disability, and other programs under Labor/HHS appropriations
- Eliminates the Dornan Amendment, which would allow the District of Columbia to fund abortions through its Medicaid program.
- 19% increase in funding for the Title X family planning program. Once rulemaking is complete, Title X will be a slush fund for Planned Parenthood and the abortion industry.
- 72% increase in funding for the United Nations Population Fund (UNFPA). The UNFPA promotes abortions around the world and supports China’s forced abortion and sterilization regime. The proposal eliminates conditions on U.S. funds, including prohibitions on the previously mentioned programs.
We must simultaneously support efforts to codify these protections, thus eliminating the need to fight for their preservation in each and every appropriations cycle. Passage of H.R. 18/S. 92, the No Taxpayer Funding for Abortion and Abortion Insurance Full Disclosure Act, would make Hyde permanent and expand its applicability across all government programming, including Obamacare.
