Tell EPA Not to Undermine Historic Biomass-Based Diesel Volumes
On Friday, March 27, EPA released Final Renewable Fuel Standards for 2026 and 2027. EPA made the announcement as President Trump hosted the White House Great American Agriculture Celebration. The volumes represent a historic change for the clean fuels industry, with EPA setting biomass-based diesel volumes that drive our industry rather than relying on overall advanced volumes – a long-sought goal for Clean Fuels.

EPA also finalized supplementary volumes to address the impact of small refinery exemptions granted in August and November 2025. EPA calculated supplementary volumes representing 70% of small refinery exemptions granted or estimated for 2023 – 2025.

The biomass-based diesel industry responded to this historic rule with record levels of domestic production, new investments and economic opportunities across rural America, and a growing domestic market for America's farmers.

Unfortunately, EPA and the Department of Energy are now considering granting 2025 small refinery exemptions at double the rate projected in the March rule. Even the rumor of these exemptions is undercutting RIN prices and crop prices, destabilizing investor confidence in the RFS. Please write President Trump, EPA Administrator Zeldin, and your Representative and Senators to warn them of the harm from these exemptions.
