Colorado Senate Bill 26-066 would impose manufacturer-level regulations on licensed compounding pharmacies — the same pharmacies already operating under strict federal and state oversight. This bill doesn't target illegal online sellers or counterfeit drugs. It targets the local, licensed pharmacies that real patients depend on for personalized GLP-1 medications.

Patients lose access. Thousands of Coloradans rely on compounded GLP-1 medications because commercial formulations don't work for them — due to allergies, intolerances, shortages, or the need for personalized dosing.
Pharmacies face crippling fines. SB 26-066 authorizes fines of up to $1,000 per dose for any violation. Most compounding pharmacies cannot absorb penalties at this scale.
The 2-year FDA inspection rule is a catch-22. The bill requires ingredients from FDA-inspected facilities — but the FDA does not guarantee a 2-year inspection cycle and faces significant backlogs. Safe, pharmaceutical-grade ingredients could become effectively illegal by default.
Licensed pharmacies are not the problem. This bill does nothing to stop illegal online sellers or counterfeit products. It places new burdens exclusively on licensed, regulated pharmacies that are already compliant.
