California Assembly Bill 1331 (Elhawary) is being fast-tracked for a floor vote and will severely limit the use of workplace surveillance, access control, and tracking technologies — even in emergencies. If passed, this bill would:
- Prohibit real-time monitoring of breakrooms and cafeterias, even during fights, threats, or theft.
- Prevent employers from requiring ID badges in rest areas, weakening access control.
- Allow lawsuits against businesses for using basic, widely accepted security measures.
- Apply to independent contractors, increasing risks for unknown individuals on-site.
- Create confusion around the use of employer-owned vehicles, phones, and laptops.
As professionals in the security and life safety industry, we know firsthand how critical these tools are in keeping employees and the public safe. That’s why we’re calling on legislators to vote NO on AB 1331 or support amendments to protect employer responsibilities and public safety.
