Safeguarding Election Candidates Using Reasonable Expenditures Act (OR HB 4017)

Elected officials and candidates across the country are facing an increasing number of threats tied to their public service, often extending to their families. Under current law, candidates and officeholders can face uncertainty about whether basic security expenses could later be treated as improper personal use. That ambiguity can discourage preventative security measures at the exact time clarity is needed most.

OR HB 4017 clarifies that candidates and officeholders may use campaign funds for reasonable security-related expenses, including security and alarm systems and monitoring services, when those expenses arise from being a candidate or holding public office. The bill also ensures this can be done within Oregon’s existing transparency and ethics framework.

If passed, OR HB 4017 would:
