If this proposal were to be enacted, it would decimate the ECA. It would essentially eliminate programs such as the Congress-Bundestag Youth Exchange (CBYX), Kennedy-Lugar Youth Exchange and Study (YES), Future Leaders Exchange (FLEX), and National Security Language Initiative for Youth (NSLI-Y) that enhance American safety, security, and prosperity.
We need your help to tell Congress to show their support for international exchange programs and tell them the impact these programs have in your state and local community. In addition to advocating for ECA’s current funding of $741 million, these programs build global competence, support U.S. national security, strengthen U.S. foreign policy, and invest in future global leaders. U.S. families and schools benefit from cultural enrichment and long-term international friendships and personal and professional networks. More than 2,600 American volunteers are engaged in facilitating these programs, boosting civic participation and international awareness at the grassroots level. Finally, participants in these programs contribute to local economies through program-related spending and engagement.
