Members of the 119th U.S. Congress have returned from holiday recess. We want to inform you of several important bills that have been introduced in Congress that we hope will pass this year. We ask you to contact your Congressmembers to get these bills passed. These bills will further uphold your and our commitment to practicing Hippocratic medicine traditions. Thank you!
The bills are as follows:
- DC Shield Law Repeal Act/Repeal DC Human Rights Sanctuary Amendment Act of 2022. Congressman Andrew Clyde (GA-09) introduced the D.C. Shield Law Repeal Act to nullify Washington, D.C.’s dangerous interstate shield law, the Human Rights Sanctuary Amendment Act of 2022, to hold D.C. providers accountable for undermining states’ pro-life and pro-child laws. Senator Mike Lee (R-UT) introduced companion legislation in the Senate.
- Conscience Protections for Medical Residents Act. A bicameral bill introduced by Senator James Lankford and Representative Greg Murphy to not require an opt-out but rather an "opt-in" by the ACGME for medical residents who have a moral and conscientious objection to training for or performing abortions. This bill is currently with the Senate Finance Committee and we ask your prayers that it gets a hearing.
- US HR 6466. To amend title 18, United States Code, to establish Federal penalties for the knowing and intentional administration of any abortion-inducing drug to a woman without her informed consent, if the abortion-inducing drug has been shipped or transported in interstate commerce, and for other purposes. Introduced by Rep. Mark Messmer with the House Committee on Judiciary. No bill text is yet available as of December 8, 2025.
- US S 1756 Conscience Protection Act introduced by Senator James Lankford (Companion House bill US HR 3411).
- Prohibiting Abortion & Transgender Procedures on the Exchanges Act. Senator Josh Hawley (R-Mo.) introduced the Prohibiting Abortion & Transgender Procedures on the Exchanges Act, which would prohibit Exchanges from offering health plans that provide coverage of abortion or gender transition procedures or drugs for minor children. The bill would: Write Hyde language directly into the federal coverage terms of health plans, and prohibit Exchanges from offering any health plans that provide coverage of abortion, except for in cases of rape or incest, or if the mother’s life is at risk.
- S. 1834 and H. 3762 Supporting Healthy Moms and Baby Act sponsored by Senator Cindy Hyde-Smith and Representative Jared F. Gordon to provide essential health benefits to include prenatal, childbirth, neonatal, perinatal and postpartum healthcare.
- The RESTORE Act (‘‘Reproductive Empowerment and Support through Optimal Restoration Act”) sponsored by Senator Cindy Hyde-Smith.
- US HR 4953 Gender-Affirming Child Abuse Prevention Act sponsored by Representative Nancy Mace to authorize a civil right of action for individuals on whom gender-related medical treatment was performed while such individual was a minor, and for other purposes.
- US HR 4964 Child Interstate Abortion Notification Act, sponsored by Representative David Taylor (and 15 other co-sponsors) to amend title 18 United States Code, to prohibit taking minors across state lines in circumvention of laws requiring the involvement of parents in abortion decisions.
