We understand that HUD is considering shifting some of the funding from permanent housing to transitional housing, which, unfortunately, will not help families already stably housed through Permanent Supportive Housing or Rapid Rehousing. Transitional housing is also more complex and expensive to operate, reduces the successful exits to permanent housing, and causes further upheaval for children. In addition to the harm caused by this expected funding shift, we also know that many Family Promise sites relied on a 2-year Continuum of Care grant cycle, and having to reapply for FY2025 would pose a significant burden on already limited resources. Issuing a new NOFO at this point will also result in a significant delay in the awarding of funds for calendar year 2026, causing a funding gap for many.
Therefore, we are calling on Members of Congress to prevent HUD from issuing a new FY2025 NOFO. There is bipartisan support for this ask, but we need to keep the pressure up and ensure this is a priority for Members of Congress once the government shutdown is over. Please take the time to send your federal elected officials a message to ask them to prioritize stopping a new FY2025 NOFO in any upcoming FY2026 budget or Continuing Resolution.
