HB 5239 Protects Adults Transporting Minors for Abortions from Out-of-State
HB 5239 prohibits the state from cooperating or providing information to out-of-state law enforcement entities or agencies seeking to impose civil or criminal liability regarding abortion-related services. For example, an adult transporting a minor to Illinois from a state that requires parental notification or consent for abortion would be protected in doing so.

Because the bill specifically states that the protections include "reproductive health care products or services that are lawful in Illinois," this would include minor girls being brought across state lines. You will recall that the repeal of the Parental Notice of Abortion Act now allows a 13-yr-old girl to get an abortion without her parent's knowledge.

We are sad to report that this proposal has passed the Illinois House on April 18th by a vote of 72 to 37. It is now pending in the Illinois Senate.
