OPPOSE HA #3 to HB 2929 - Stronger Liability Protections for State Sponsored Drug Houses
HB 2929 - La Shawn Ford (D-Chicago): This requires the Department of Huyman Services to help establish at least one pilot state-sanctioned site for illegal drug consumption in “controlled” settings where people can consume pre-purchased drugs and obtain needles, syringes, snorting and smoking kits to use on site under supervision. 

The bill also grants broad criminal and civil immunity to users, staff, and property owners tied to the site. Why would immunity be needed?! 

Let’s just call it what it is: the state normalizing drug use environments rather than prioritizing recovery-first strategies.

Amendment note (HA #3): The amendment strengthens the operational side of the pilot by adding more detail on staffing, reporting, outreach, and liability protections. In short, it makes the pilot more real and more administratively durable.
