Stop the Paint Tax, Bag Tax, and Statewide Plastic Bag Ban
The Massachusetts State Senate is preparing to vote today on a sweeping $3.6 billion environmental bond bill (S.3050) that is being promoted as a climate and resilience package. From there, it will move on to the House and Governor's desk for further consideration. Buried within the legislation are new mandates and fees that will directly increase costs for consumers and small businesses across the Commonwealth.


One of the most immediate impacts comes in the form of a new paint “stewardship” program. Under this proposal, every can of paint sold in Massachusetts will carry an added fee, embedded directly into the purchase price. While supporters frame this as an environmental initiative, the reality is simple: consumers will pay more at the register. The program could also limit consumer choice, as smaller or less widely available brands may struggle to comply with the new requirements.


The bill also includes a statewide plastics reduction mandate that bans single-use plastic bags and requires retailers to charge at least 10 cents for every paper bag. A portion of that fee will be sent directly to the state. This effectively creates a new, state-imposed bag tax that shoppers will encounter on everyday purchases. While certain small businesses are exempt, most retailers and customers will feel the impact immediately.
These new costs come at a time when Massachusetts residents are already dealing with a high cost of living. Rather than providing relief, this legislation adds new financial burdens while expanding government programs and authorizing more than $3.6 billion in additional state borrowing.


This approach reflects a broader pattern on Beacon Hill, where sweeping policy changes are advanced without fully accounting for their impact on affordability or the cumulative strain placed on taxpayers, businesses, and working families.
