Missouri House Passes Empowerment Scholarship Accounts Expansion
The Missouri House on Thursday truly agreed and finally passed a bill to expand the state’s education tax-credit scholarship program. SB 727, sponsored by Sen. Andrew Koenig (R-Manchester), would expand Missouri’s K-12 tax scholarship program, MOScholars, statewide. Currently, the program is only available in charter counties and cities with at least 30,000 residents.
The program, established in 2021, provides state tax credits for contributions to approved, non-profit Educational Assistance Organizations (EAOs). These EAOs use the contributions to award scholarships to qualifying Missouri students. SB 727 would expand eligibility to more students and would increase the maximum amount of tax credits that may be awarded in a year from $50 million to $75 million.
SB 727 also included changes to the state formula that funds public schools and would boost minimum teacher salaries. In addition, the bill would permit charter schools to open in Boone County.
Rep. Phil Christofanelli (R-St. Peters), who handled the bill in the House, stated that the final product represented diverse interests in education. “We’re all going to take a step together,” Christofanelli said. “This is the most substantive investment in public education that this state has ever seen.”

Planned Parenthood Reports Record Number of Abortions
Planned Parenthood’s 2022-2023 Annual Report, tilted “Above & Beyond,” showed that they had performed 392,715 abortions between October 1, 2021, and September 30, 2022. This is an increase of 18,560 abortions from the previous report.
The report also showed that Planned Parenthood helped more than 33,000 individuals with transportation, travel support, and financial assistance in order to get an abortion.
Planned Parenthood’s revenue was nearly $2.1 billion for 2023. More than $699 million of their revenue came from tax-dollar-funded government grants, contracts, and Medicaid reimbursements.

Italy’s Prime Minister Calls for Stricter Ban on Surrogacy
Italian Prime Minister Giorgia Meloni, who is a Catholic, has urged her country’s Parliament to pass legislation that would make it a crime for Italians to procure surrogate parenting abroad. Currently, surrogacy is only illegal when done within Italy’s borders and can result in jail time and/or a fine. “No one can convince me that it is an act of love to consider children as an over-the-counter product in a supermarket. I still consider the practice of uterus renting to be inhuman; I support the proposed law making it a universal crime,” Meloni declared at a recent conference in Rome. Her statements echo the Vatican’s most recent declaration on human dignity, Dignitas Infinita, which states that the practice of surrogacy violates the dignity of both the child and the woman by treating them as mere objects.
It is worth noting that most European countries ban all forms of surrogacy (such as Italy, Spain, Germany, France, Finland, Norway, Austria, and Switzerland) and even most of those that allow unpaid surrogacy, prohibit paid surrogacy (for instance, the UK, Portugal, Belgium, the Netherlands, and Greece). Ukraine and Russia are among the very few countries in Europe that allow paid surrogacy. This contrasts with what happens in the United States, where both paid and unpaid surrogacy are legal in almost every state; only Nebraska and Louisiana expressly prohibit paid surrogacy.

Georgetown Study Highlights Parents’ Integral Role in Priestly Vocations
A recent study from the Center for Applied Research in the Apostolate at Georgetown University surveyed men who are scheduled for priestly ordinations in 2024. Of the 392 respondents, 95% were raised by their biological parents, and 88% were raised by a married couple who lived together, indicating the importance of high parental involvement in the priestly discernment process.
The USCCB’s Committee on Clergy, Consecrated Life and Vocations (CCLV) distributed the results of the survey in anticipation of the 61st World Day of Prayer for Vocations on April 21. Bishop Earl Boyea, chairman of the CCLV committee, echoed Pope Francis stating, “Mothers and fathers, united in marriage, are the first witnesses to love for their children. It is within the family that children are taught the faith, learn the meaning of love, and grow in virtue. This year’s study of ordinands underscores the fundamental role that families, and particularly, parents, play in building up the kingdom of God. It is through the love and support of the family that children develop into the men and women God calls them to be.”

Caitlin Clark ‘Tries to Maximize her God-given Talents’
Caitlin Clark has become a household name after ending her collegiate career with more points than anyone in college basketball, men and women. The Iowa Hawkeye guard was selected as the number 1 draft pick by the Indiana Fever in the 2024 Women’s National Basketball Association (WNBA) draft on April 15.
Raised in a Catholic household, Clark attended Dowling Catholic High School in West Des Moines, Iowa, where she was coached by Kristin Meyer. Meyer joined “EWTN News Nightly” on April 16 to share what it has been like to watch Clark become a basketball star.
“I always expected her to be successful in college,” Meyer said. “She is a tremendous basketball player, and we saw that throughout her high school years. So, I’m not all that surprised to see the success that she’s had.” Meyer pointed out, “Caitlin is a type of person [for whom] it’s always been important ... to maximize her God-given talents and to share those with the world.”

Congreso de Missouri aprueba ley para expandir programa de incentivos fiscales para la educación
Este jueves, la Cámara de Representantes de Missouri votó a favor de una propuesta de ley para expandir el programa estatal de incentivos fiscales para la educación. La iniciativa SB 727, presentada por el senador republicano Andrew Koenig, pretende ampliar el alcance del programa “MOScholars” de incentivos fiscales para la educación primaria y secundaria a todo el estado, pues actualmente solo está disponible en ciudades de al menos 30,000 habitantes.
El programa, implementado en 2021, ofrece incentivos fiscales para donativos a aquellas organizaciones sin fines de lucro autorizadas que utilicen los recursos para otorgar becas a los estudiantes de Missouri que cumplan con ciertos requisitos. Además, la iniciativa permitirá que más estudiantes sean beneficiados e incrementará la cantidad máxima que puede otorgarse anualmente.
La SB 727 también ampliará el financiamiento para escuelas públicas e incrementará el salario mínimo de los maestros. Adicionalmente, autorizará la apertura de escuelas “charter” (instituciones públicas que permiten inscribirse a estudiarse que no residen en el distrito) en el condado de Boone. El diputado republicano Phil Christofanelli, que impulsó la iniciativa en la Cámara, declaró que “esta es la mayor inversión en educación pública que el estado jamás haya visto”.

Planned Parenthood registra un número récord de abortos a nivel nacional
En su reporte anual 2022-2023, el gigante abortista Planned Parenthood ha reportado haber realizado 392,715 abortos entre el 1 de octubre de 2021 y el 30 de septiembre de 2022, lo cual implica un incremento de 18,560 abortos con respecto al año anterior. El documento también revela que Planned Parenthood facilitó a más de 33,000 personas medios de transporte y financiamiento para poder abortar.
Ligado al gran número de abortos, Planned Parenthood reporta unos exorbitantes ingresos de casi 2.1 billones de dólares para 2023, de los cuales más de 699 millones provienen de fondos públicos a través de asignaciones gubernamentales y reembolsos vía Medicaid.
Primera Ministra de Italia pide prohibir por completo los vientres de alquiler

La primera ministra italiana Georgia Meloni, conocida por ser una firme defensora de los valores católicos, ha instado al parlamento de su país a aprobar una ley para criminalizar que los italianos contraten “vientres de alquiler” en otros países. Actualmente, la maternidad subrogada solo es ilegal cuando se lleva a cabo dentro de las fronteras de Italia y puede acarrear multas o incluso tiempo en prisión. “Nadie puede convencerme de que sea un actor de amor considerar a los niños como productos que pueden comprarse en un supermercado. Sigo considerando que la práctica de rentar úteros es inhumana y apoyo la iniciativa de ley que la convertiría en un crimen universal”, declaró. Su postura coincide con la enseñanza de la Iglesia, que en la declaración Dignitas Infinita, publicada la semana pasada, sostiene que la práctica de la maternidad subrogada atenta contra la dignidad del niño y de la mujer, al tratarlos como meros objetos.
Cabe mencionar que casi todas las naciones europeas prohíben cualquier tipo de maternidad subrogada (como Italia, España, Alemania, Francia, Finlandia, Noruega, Austria y Suiza) e incluso aquellas que permiten la maternidad subrogada no pagada, restringen la de pago (como Reino Unido, Portugal, Bélgica, Países Bajos y Grecia). Ucrania y Rusia son de los pocos casos en que ambos tipos se permiten. En los Estados Unidos, en cambio, cualquier tipo de maternidad subrogada es legal en casi todos los estados; tan solo Nebraska y Louisiana prohíben expresamente la de pago.

Estudio de Georgetown revela la importancia de los padres para las vocaciones sacerdotales
Un reciente estudio de la Universidad de Georgetown volvió a poner de relieve el papel de las familias con matrimonios estables para el florecimiento de vocaciones sacerdotales; para ello, se encuestó a 392 seminaristas que iban a ordenarse en 2024. Los resultados muestran que el 95% de ellos fueron criados por sus padres biológicos y que el 88% proviene de hogares en los que el padre y la madre estaban casados y vivían juntos.
El obispo Earl Boyea de Lansing, Michigan, presidente del comité para el clero, la vida consagrada y las vocaciones de la Conferencia de Obispos Católicos de los Estados Unidos (USCCB), dio a conocer los hallazgos del estudio en el marco del 61 Día Mundial de Oración por las Vocaciones, que tendrá lugar este domingo 21 de abril. “Las madres y los padres, unidos en matrimonio, son los primeros testigos del amor para sus hijos. Es en el seno familiar que los niños aprenden la fe, conocen el significado del amor y crecen en virtud. El estudio de este año resalta el papel fundamental que las familias, y en especial los padres, juegan en la construcción del reino de Dios. Es a través del amor y del apoyo familiar que los niños se convierten en los hombres y mujeres que Dios los llama a ser”, declaró.
Caitlin Clark trata de “maximizar los talentos que Dios le ha dado”
La basquetbolista Caitlin Clark se ha convertido en toda una celebridad tras romper numerosos récords (entre ellos, número de puntos anotados) a lo largo de su carrera colegial con los Hawkeyes de University of Iowa, lo que la llevó a ser elegida por el equipo Indiana Fever con la primera selección del draft de la NBA femenil (WNBA).
